NaTicket — Introduction

NaTicket is the name of the invoice-control and reporting system created by the Hacienda Foral de Navarra. It is designed to ensure the integrity, traceability, and transparency of invoices and receipts issued by businesses and self-employed professionals located in Navarra.

Billing software with customers operating from Navarra will need to adapt their systems to be able to:

  • Generate traceable invoices/tickets (likely including unique identifiers and QR codes).
  • Record and preserve invoice data securely so it cannot be altered.
  • Send invoice records to the tax authority in real time.

The project was officially announced on 3 September 2025 by the Navarra government as part of the Plan de Lucha contra el Fraude 2025–2027 (Anti-Fraud Plan).

Possible progressive implementation starting around 2026–2027, though the final technical regulation and mandatory dates have not yet been officially published.
