Is it possible to start a transaction on one client and close the same transaction on another client?
it is not possible to use different client_ids for starting (state: ACTIVE) and closing (state: FINISHED) a transaction.
Take a look at the simplification arrangements of the DSFinV-K.
Depending on the use case, you might consider a solution such as the one shown on slide 5 on page 114 (German document).
