A Proof of Ownership document is required by the relevant Peppol Authority to verify that the registered legal entity is legitimate. It also confirms legal ownership and accountability of the invoicing setup for the configured E_INVOICE_SERVICE system.
When this is required
Section titled “When this is required”A Proof of Ownership is required whenever the E_INVOICE_SERVICE System is
registered on the Peppol network. Whether that applies depends on the country:
| Country | Peppol registration | Proof of Ownership |
|---|---|---|
| 🇧🇪 Belgium | Always — fiskaly adds it for you | Always required |
| 🇩🇪 Germany | Optional — you opt in per System via registrations | Required only if you opt in |
| 🇮🇹 Italy | Not applicable — Italy uses SDI, not Peppol | Not required |
For Germany, see Registering for PEPPOL.
A German System that sends by email only never needs a Proof of Ownership and
commissions straight to mode OPERATIVE.
Where it does apply, upload it after creating and commissioning the System.
Without successful verification the System remains in DEGRADED mode and cannot
transition to OPERATIVE.
What is required
Section titled “What is required”Provide a document showing the company’s identifying information, such as:
- Company name (fiscal name)
- VAT number (tax ID)
- Legal address
If available, include the Peppol Participant ID. If it is not provided, a Peppol Participant ID is assigned during registration based on the VAT number and country.
Upload flow
Section titled “Upload flow”- Create a Record of type
INTENTIONand operationUPLOAD - Attach the PDF as part of the record creation workflow
- Wait for fiskaly verification
- Monitor system mode until it changes to
OPERATIVE
To enable e-invoice delivery via Peppol, the legal entity must be registered in the Peppol network.
As part of registration, the taxpayer on whose behalf e-invoices are sent and received is validated.
If the taxpayer already has a Peppol Participant ID, they must be de-registered with the current (or previous) service provider before a new registration can be completed.
See Step-by-Step Integration Process for the full sequence in context.
Verification timeline
Section titled “Verification timeline”Verification can take up to 72 hours.
